how do I create (official) receipts by charge, if payment is for receipt req. charges & non receipt req. charges ?

If you are referring to a dinner where the reservation charge is not deductible you write on the receipt the following

 If you made reservations for the dinner, your dinner donation is fully deductible except for $50  per person, which represents the fair market value of your dinner. Otherwise no goods and services were provided to donor, and the donation is deductible in full.

And if it’s one check is issued for tuition and dinner then you break up the payments so the dinner get a receipt and the tuition doesn’t.

break up payments is not the best idea for tracking payments, reports, deposits info etc.

So my guess your question is getting one payment for tuition and dinner 10,000 for tuition and 5,000 for dinner but you only got one single check of 15,000
So here is how we do it we enter it in fundraising as 15,000 we apply 5,000 for dinner then we create a charge that’s called Loans & Exchanges for 10,000 and apply the remainder there so we have a clear deposit of one check of 15,000.
Now the Yeshiva writes a 10,000 check for our checking account we post it in our checking account as Loans & Exchanges and pays for the tuition 10,000 so you have a clear deposit of 10,000.
And all your tracking payments, deposits, reports, and receipts reflect the correct information and you get only a 5,000 dinner receipt .

but receipt goes by payment, not by charge ?

Correct the receipt goes to the payment
But it you apply a 10,000 payment check (that the yeshiva wrote payable to the yeshiva) to a 10,000 dinner pledge you end up with a 10,000 dinner payment and can write a receipt for the Parent / Donor.

my question was for legal charge that can not be paid by yeshiva...
and parent can not receive receipt for that amount.

its not paid by the yeshiva its just leagly split by the yeshiva
its paid by the donor.
