User rights for tuition notes not applying correctly?

Question

We have a user who has been assigned rights to the notes tab in Tuition but can't properly create or edit the notes.

They have the following rights:

Notes Categories View - Contract Notes           -1
Notes Categories View - Mentor                   -1
Notes Categories View - Tuition Notes            -1
Notes Categories View - Tuition Related          -1
Notes Categories Update/Delete - Contract Notes  -1
Notes Categories Update/Delete - Mentor          -1
Notes Categories Update/Delete - Tuition Notes   -1
Notes Categories Update/Delete - Tuition Related -1

When trying to enter/edit the note he gets the error:

Tuition
You do not have rights to change this note.
OK

In order to add a new note they most first choose the category on top. Because they do not have the rights to view blank category also they cannot add the category at all.

Existing notes that they have editing rights they can edit even when looking under all.

This is by design.

Why not enable the drop down so they can choose the category in the view all screen? They can then create the note with the category up front.
