Can a user-rights permission be added to allow viewing all users in Notes > To Do List without admin access?

Question

Can a separate user-rights permission be added that allows access to view all users in Notes > To Do List? Currently, only administrators can see all users, but it would be helpful to grant this access without giving full admin privileges.
