This means that the bank is trying to do an extra check to verify that the person really gave you his credit card. So you would need to call in and give certain info over the phone and then re-charge. There is usually a fee for using voice activation and it can cost as much as $10 per use. So its usually much cheaper to get the cardholder to call his bank and request them to allow the charge to go thru.
