GPS: Limit amount of times a parent can call to prevent phone system overload (New Option)

We קע"ה have many students in our school with many parents calling in to find out where the bus is up to.
We have some parents that tend to call 3-4 times per minute, which is causing the phone line to jam up.

Is there a way to prevent how many times a parent can call per minute.

We updated the system that it can handle 20 calls per second for each school. So even the large schools with 20 buses do not have any wait. So we have disable the feature below that blocks calls within the same minute, and are allowing unlimited calls again.

We have added an option to limit the amount of times a parent can call in a specific duration of time (For example 60 seconds).

With this option enabled, if a parent calls 2 times in one minute they will here the following "You called already in the last minute, please wait a minute to call again".
Then the system will ​NOT disconnect the call, rather the system will allow the parent to select a bus and hear its current location, but without any route information.

This option is per phone number, so if they call once from the home and once from the cell the system would not limit them.
