is there the possibility that student flags should be part of period ?

if i need the flags for new year info, but still need the info of missing flags of previous year, & be able to update the info...

and i should not have to delete all previos years flags

You can name the flags for each year if you need to keep older history. For example Registered 15-16.

if adding now year to the names of old flags, will the info not be shown ?

The old flags leave, Just new ones change year. If you want to change old ones you would need to create new ones, Flag all students that have the old one the new flag and then the delete the old flag.
