Is it possible to create a user right for the flag tab in Administration ?

And also have a note column next to each flag for an explanation what the flag is for we currently have alot of flags we have no idea what the flag means because we want to keep it to one word or two and also who created this flag (this entire request is in the flag tab in admin only)

There is already. To see which user right is for which tab unhide the Tab Num column in user rights. The first tab to the left is Tab Num 0 the second is 1 and so on. You are looking for Tab Num 1 of the FrmAdmin Form.
