Is it possible to set up to restrict a user without specific security rights to refund a credit card and or to do a negative transaction?

Added. In order to allow non administrator to refund credit cards you now need to give them rights to Credit Card Refund.

PLEASE NOTE: After this update, non admin users will not be able to refund Credit Cards until you give them the rights.
