What is the difference between the NYSIS download and CIR?

Why would i find some students in NYSIS and others in CIR? How do I know in which of the two to check for a child's immunizations?

CIR is for residents of NYC. NYSIS is for residents of NYS. If someone lived in the city at any time you can find some shots by the city records. But the place where he currently living should have the most up to date shots.
