Query last year families who added this year a child

Question

Its possible to query all new families and their children as new students (by excluding all from "last year"), but how am i getting all NEW students even from a last year family? (Basically i wanna send out a letter to all parents [new and old] who have new students this period, how am i doing it?)

Make a query excluding last years period, go to mail merge choose children, view records, add them to account list, query the list.
