can JL be used off-line on a laptop when not connected to the network and later update all changes when connected.

it would be great if possible, so our fundraiser can work on his laptop even when he is not in the office.

There is one on-line option. Another is a read only copy. To have two people work on different copies has alot of issues and is not worth the effort.
