Is it possible to create a user right to add "New family" ?

The question is if its needed. Most of our rights are meant to keep info away from certain users. The problem with adding such a right now is that it would make it inconvenienced for all administrators because they will have to add right after the next update a check to all users that need to add accounts, something that can create an unnecessary business disruption.
