How can we put an alert on an account for all users to see?

After I refreshed the accounts that I put an alert on it popped up by other users.

Added. In the notes tab you can now check in any note it should become a popup alert note. It will popup when the accounts opens no matter which user rights user has. Dbl-Click on the note or click anywhere else on screen to make it disappear.
