default is when you want to get/set the default contact of account, level is when you want to work with certain groups, you can enter multiple groups on phone record I. E. 1,4 and you can select multiple groups when sending voice/sms/email I. E 1,3 but it will filter by level meaning if there's no level on phone record it will not show up when filtered even if it's the default.

Default was made to have the main phone number show up next to the account in the software an in reports.

 

So there can only be one default. You can use the level function mentioned by Chesky for robo calls.
